Maritime Role Requirements
Introduction
During the staffing process, HR requests Safety Management to conduct a Technical Review to ensure that all mariners offered a position to serve onboard a Mercy Ship are fully qualified to serve in the position they are offered in accordance with STCW and Flag State Requirements.
In order to serve as a Deck or Engineering Officer with Mercy Ships, your license must be from an issuing authority recognized by our Flag State Administration, Malta. Click here for a list of the recognized nations.
The objective of this document is to provide some basic information on the mariner certificates that Mercy Ships requires mariners to hold before assuming duties on any Mercy Ship. Each certificate is listed below with bullet points indicating key information related to the certificate.

Key Terms for Licenses & Certificates
Validity: How long after the certificate is issue before it expires. There are some cases
where this may be shorter or longer. If an expiration date is indicated on the certificate,
that superseded the general information provided below.
Issued by: Who issues the certificate. Mercy Ships cannot accept certificates from some
countries. In general, the country must be recognized by the vessel’s Flag State
Administration (Malta for the Africa Mercy and Global Mercy). To view the list of nations, Click here.
Mercy ships may: The office of a government that is a signatory of the Standards of
Training, Certification, and Watchkeeping (STCW) Code that issues a mariner certificates.
STCW: The international code specifying minimum standards for training, certification,
and watchkeeping on ships.
Flag state administration: The office of a government that is a signatory of the STCW Code
that registers a ship for service.
Crew Physician: The physician that cares for the crew on board a Mercy Ship.
Maritime Training Center (MTC): The department in Mercy Ships that provides or arranges
for maritime training.
Contract Training Center: A training center that provides maritime training that the MTC
works with.
Flag State Administration: Recognition of a mariner’s Certificate of Competency issued by
an Issuing Authority other than the Flag State of the vessel. Malta only recognizes a
limited set of Issuing Authorities.
Malta Flag State Endorsement
• Validity: 5 years
• Issued by: Transport Malta, recognized by Malta.
• Mercy Ships: Will apply for certificate upon joining vessel. Malta allows for 3 months
service without Flag State Endorsement after application is submitted.
I/9 Medical Certificate
• Validity: 2 years
• Issued by: mariner’s Issuing Authority or Flag State.
*Required for all maritime crew
II/1 Officer in Charge of a Navigation Watch, vessels over 500 GT
• Valid for a maximum of 5 years.
• Issued by mariner’s Issuing Authority. The Issuing Authority must be recognized by Malta.

II/2 Master/Chief Mate, vessels over 500 GT
• Valid for a maximum of 5 years.
• Issued by mariner’s Issuing Authority. The Issuing Authority must be recognized by Malta.

II/3 Officer in Charge of a Navigation Watch, vessels up to 500 GT
• Not valid for service on any Mercy Ship
II/4 Ratings Forming Part of a Navigation Watch (Deck Rating)
• Validity: Non-expiring
• Issued by: mariner’s Issuing Authority
• Mercy Ships may: provide training for this through onboard Rating Training Program
II/5 Able Seafarer Deck
• Validity: non-expiring
• Issued by mariner’s Issuing Authority. The Issuing Authority must be recognized by Malta.
• Mercy Ships may: provide training for this through Mercy Ships onboard Rating Training Program.
III/1 Officer in Charge of an Engineering Watch, vessels over 3,000kW
• Validity: 5 years
• Issued by mariner’s Issuing Authority. The Issuing Authority must be recognized by Malta.

III/2 Chief Engineer and Second Engineer, vessels over 3,000 kW
• Validity: non-expiring
• Issued by mariner’s Issuing Authority. The Issuing Authority must be recognized by Malta.

III/3 Chief Engineer and Second Engineer, vessels up to 3,000 kW
• Validity: 5 years
• Issued by mariner’s Issuing Authority. The Issuing Authority must be recognized by Malta.

III/4 Rating Forming Part of an Engineering Watch
• Validity: non-expiring.
• Issued by: mariners Issuing Authority.
• Mercy Ships may: provide training for this through Mercy Ships onboard Rating Training Program.
III/5 Able Seafarer Engine
• Validity: non-expiring
• Issued by mariner’s Issuing Authority. The Issuing Authority must be recognized by Malta.
• Mercy Ships may: provide training for this through Mercy Ships onboard Rating Training Program.
III/6 Electro-Technical Officer
• Not required for service on any Mercy Ships.
III/7 Electro-Technical Rating
• Not required for service on any Mercy Ship
IV/2 GMDSS Radio Operator
• Validity: 5 years.
• Issued by: mariner’s Issuing Authority. The Issuing Authority must be recognized by Malta.
• Mercy Ships may: arrange training for this through Maritime Training Center.
V/2-1 Crowd Management
• Validity: 5 years
• Mercy Ships may: arrange or provide training online, in person, or at a contract training
center.
V/2-3 Crisis Management and Human Behavior
• Validity: 5 years
• Mercy Ships may: arrange or provide training online, in person, or at a contract training
center.
VI/1 Basic Training
• Validity: 5 years
• Mercy Ships may: arrange or provide training online, in person, or at a contract training
center.
VI/2-1 Proficiency in Survival Craft and Rescue Boats
• Validity: 5 years
• Mercy Ships may: arrange for training at a contract training center.
VI/2-2 Proficiency in Fast Recuse Boats
• Not required for service on any Mercy Ship.
VI/5 Ship Security Officer
• Validity: non-expiring in most cases. Check certificate for expiration date.
• Issued by: approved training centers or mariner’s Issuing Authority.
• Mercy Ships may: arrange for training at a contract training center.
VI/6-1 Security Awareness
• Validity: non-expiring in most cases. Check certificate for expiration date.
• Issued by: approved training centers or mariner’s Issuing Authority.
• Mercy Ships may: arrange for training online or at a contract training center.
VI/6-2 Designated Security Duties
• Validity: non-expiring in most cases. Check certificate for expiration date.
• Issued by: approved training centers or mariner’s Issuing Authority.
• Mercy Ships may: arrange for training online or at a contract training center.
